Missions Systems is looking to hire a Subcontract Manager, Program Management (SPM) for our Richardson, TX location.
The SPM role is strategic in supporting key activities within a program’s lifecycle, such as pursuit, development, execution, and sustainment of third party supplied products. The primary responsibility of the role is to direct and manage the activities between Collins Aerospace and Subcontractors/Suppliers obtaining optimum product/services in terms of costs, quality, and delivery, in accordance with approved business/subcontracting plans, while ensuring compliance with Company/Government policies and procedures.
What You Will Do:
- Leads the subcontracting effort to establish the overall subcontract plan, proposal review criteria, analysis, and evaluation of proposals
- Acts as Business Advisor to internal customers; employs business acumen and experience to provide spanet knowledge, supply chain solutions, and proactive support to business units
- Plans and leads negotiation with suppliers
- Work with Supply Chain Contract Manager to prepare and negotiate contractual documents Leads and conducts proposal preparation, and management of highly complex major subcontracts
- Manages contract performance for conformance to original proposal. Responsible for leading cadences with subcontractors and providing status to internal stakeholders
- Cost Account Manager responsibilities (CAM) for applicable subcontractor project
- Briefs Senior Management as required, attends meetings with suppliers’ upper management
- Responsible for all subcontract products and services on assigned program
- This includes managing obsolete parts, production, and on-time delivery, may be responsible for product and service roadmap for future subcontracted product features/enhancements
- Makes supplier visits as required to ensure support of program and customer requirements and schedules
- Charged with building and maintaining relationship with L4 VSL-level program management and having cognizance over a portfolio of programs
- Acts as official company representative regarding legal requirements, customer specifications and government regulations
- Provides leadership, guidance, and direction for major programs/projects for all Subcontract related activities
- Supervise and direct the activities of Subcontract Administrators, Buyers, and Supply Chain Contract Managers assigned to support the major Business areas/programs
- Owns, develops, and leads the internal department cadence reviews and also internal customer cadence reviews
- Manage overall program/project cost, schedule, and risk of assigned programs and present program status at program reviews to senior management
- Conceive, develop, coordinate, implement and manage Subcontracts plans for assigned major programs, to optimize cost and ensure Subcontractor/Supplier performance
- Searches out and investigates qualified suppliers and manufacturers
- Completes and formalizes the Supplier Statement of Work (SSOW) including applicable program requirements
- Develop new supply sources where needed
- Responsible for managing programs which are of moderate to high risk and high complexity
- Responsible for execution of programs more than $50M (total program) with significant and/or critical subcontract content
- Ability to work independently, applying established methods and processes and utilizing best judgement on day-to-day Subcontracts and Compliance activities
Qualifications You Must Have:
- Typically requires a University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience
- The ability to obtain and maintain a U.S. government issued security clearance is required
- U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer:
- Demonstrated experience managing subcontracts projects using Earned Value Management (EVM) methodology and Cost Account Management (CAM) activities
- Knowledge of acquisition policies and procedures, proficient in Truth in Negotiations Act (TINA)
- Demonstrated Risk Management experience
- Experience with Collins Management System (CMS) and product lifecycle value stream preferred
- Previous experience with Government Subcontracting
- Previous experience within Program Management
- Previous experience within Supply Chain

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
